Yes-TR National Green Building and Settlement Certification System is the official green building and settlement certification system developed by the Ministry of Environment, Urbanization and Climate Change, based on Türkiye's specific climate, legislation, and building production practices. How to get Yes-TR?

The YES-TR (Green Certificate) process is a multi-stage and controlled certification mechanism aimed at formally documenting the environmental performance of buildings and settlements. The process begins when the building or settlement owner wishes to obtain a Green Certificate. At this stage, contact is made with the authorized ECOBUILD, and a formal contract is signed between the expert and the building/settlement owner. This contract forms the basic legal and administrative framework for technical consultancy and the execution of the application process.

Following the signing of the contract, the application process is officially initiated. The building or settlement owner pays the Green Certificate registration fee determined by the Turkish Environment Agency and submits the receipt to the relevant institution. Simultaneously, the Green Certificate Expert logs into the YeS-TR system and uploads the project information, contract documents, and essential data required for the application. The Turkish Environment Agency reviews the application in terms of documentation and format, and if found suitable, approves the application, officially activating the project evaluation process.

Following the approval of the application, evidence documents relating to the criteria of all modules within the project scope are uploaded to the YeS-TR system by YESU. These documents consist of materials that technically demonstrate that the relevant criteria are met in areas such as energy efficiency, water management, indoor environmental quality, material use, environmental impact, and so on. The uploaded evidence is examined in detail by Green Certificate Assessment Experts (ECOBUILD), a scoring is performed, and a draft certificate output, along with the evaluation results, is shared with ECOBUILD.

If the evaluation confirms that the necessary criteria are met, the certification process nears completion. The draft certificate is submitted for the relevant signature processes, and the certificate fee is paid. After the payment receipt is sent to the Turkish Environment Agency, the certificate is signed, sent to the building or settlement owner, and the project is officially registered in the YeS-TR database. Thus, the building gains nationally recognized Green Certificate status, and its environmental performance is documented by a public authority.

The Yes-TR system is a technically comprehensive, Turkey-specific green certification system that evaluates buildings and settlements through separately structured sets of modules. Yes-TR Evaluation Modules at Building Scale:

Integrated Building Design, Construction and Management (BBT): This module covers project planning, the integrated design process, construction phase, commissioning, acceptance, operation and maintenance, and facility management in a holistic manner. Interdisciplinary coordination, project team organization, and the early definition of sustainability targets form the core of this module.

Indoor Environmental Quality (İOK / IEQ): This module includes criteria that directly affect occupant health and comfort, such as visual comfort, acoustic comfort, thermal comfort, and indoor air quality. Daylighting, acoustic performance, thermal comfort, and fresh air requirements are technically evaluated under this module.

Building Materials and Life Cycle Assessment (YMD / LCA): This module covers the environmental impacts of building materials, life cycle assessments (LCA), environmental product declarations (EPDs), use of local materials, recycled content, and responsible sourcing criteria.

Energy Use and Efficiency (EKV): BEP-TR–based energy performance calculations, building energy consumption, greenhouse gas emissions, energy performance improvement rates, and the use of renewable energy are evaluated under this module.

Water and Waste Management (SAY): This module includes criteria related to water efficiency, selection of plumbing fixtures and fittings, monitoring through water meters, rainwater harvesting, greywater use, wastewater recovery, and on-site building waste management.

Regional and Local Context Profile (BOL): This module covers the evaluation of the settlement’s regional context, environmental and socio-economic conditions, and relationships with the surrounding area.

Sustainable Land Use, Ecology and Disaster Management (AKE): Land use decisions, ecological sensitivities, protection of natural areas, climate risks, and disaster management strategies are addressed under this module.

Transportation and Mobility (UHA): Public transport accessibility, pedestrian and bicycle infrastructure, low-carbon transportation options, and settlement-scale mobility strategies are evaluated.

Urban Design (KET): This module covers urban spatial quality at the settlement scale, public spaces, density, functional distribution, and overall urban integration.

For Which Types of Buildings Can You Apply for Yes-TR Certification?

YeS-TR (National Green Certification System of Türkiye) has been designed to cover the entire building stock in Türkiye and is open to applications for both new buildings, existing buildings, and neighborhood/settlement-scale projects.
